This article addresses a debate in Descartes scholarship over the mind-dependence or -independence of time by turning to Merleau-Ponty’s "Nature" and "The Visible and the Invisible." In doing so, it shows that both sides of the debate ignore that time for Descartes is a measure of duration in general. The consequences to remembering what time is are that the future is shown to be the invisible of an intertwining of past and future, and that historicity is the invisible of God

Emergency Management Training for Transportation Agencies

State transportation agencies have a variety of responsibilities related to emergency management. Field personnel manage events--from day-to-day emergencies to disasters--using the Incident Command System (ICS) as their organizational basis. At the headquarters level, the Emergency Operations Center (EOC) coordinates the use of resources across the department and its districts, with other state departments and agencies, and through the federal Emergency Support Function 1. District-level EOCs coordinate with the department. In extreme events, the transportation department may only be able to deliver limited essential services in austere conditions, so a continuity of operations/ continuity of government plan (COOP/COG) is essential. This research applied the principles of andragogy to deliver ICS field level training, EOC training and COOP/COG training to state transportation agency’s staff in all districts and at headquarters. The data supports the need for adult-oriented methods in emergency management training

The Leviathan Becoming a Cephalophore: Primogeniture and the Transition from Sovereignty to Governmentality

For Foucault, Hobbes is important for the transition from sovereignty to governmentality, but he does not always go into great detail how. In “Society Must Be Defended”, Hobbes’s reactions against the political historicism of his time lead him to an ahistorical foundation to the state. In Security, Territory, Population, his contract is emblematic of the art of government still caught in the logic of sovereignty. Management techniques, one of which being inheritance laws like primogeniture, inducing changes in a population’s milieu so that its interest is properly directed allow the art of government to escape this logic. Hobbes supports primogeniture, but its historical position in the common law makes this support unexpected. This article examines the historical context of primogeniture and the reasoning for Hobbes’s support of it in light of Foucault’s claims about him in order to give more precision to those claims. The result is that primogeniture as a law of nature produces the family as an interested unit of the population. Yet this interest is itself historicized, so Hobbes’s attempt to de-historicize politics did not fully succeed

The Quantitative Evaluation of Micro-Coating Composition Using Infrared Spectroscopy

A technique has been developed through which micro-compositional and quantitative analysis of paper coatings are possible. The uniqueness of this method lies in its ability to isolate and measure papercoating component distribution for a smaller sample than has been possible in the past. Paper coating characteristics are identifiable by combining common microscopy techniques with infrared spectroscopy. The internal structure of the sheet is preserved during analysis by allowing the paper sample to be embedded using traditional techniques and then sectioned using an ultra-microtome. This analysis procedure is unlike most methods for paper coating analysis and does provide accurate representation of paper coatings in isolated areas of cross-sectional samples

The Tensions between ‘Criminal’ and ‘Enemy’ as Categories for Globalized Terrorism

This paper examines the tensions at play in three important documents involved in the ‘war on terror’: the “Application of Treaties” White House Legal Counsel Memo of 2001, the “National Security Strategy” document of 2002, and the 2004 Supreme Court decision Hamdi v. Rumsfeld. Reading these documents, it becomes clear that there is an overarching misunderstanding and confusion of the traditionally separate concepts of ‘criminal’ and ‘enemy’ in the struggle against globalized terrorism

International Lessons for Promoting Transit Connections to High-Speed Rail Systems

As the California High-Speed Rail (HSR) project becomes reality, many communities involved in, or affected by, the California HSR project have considered how to connect the new HSR passenger services to local urban transportation systems – such as bus and light rail systems – and how they can take advantage of HSR accessibility and speed throughout the state. European and other overseas systems have decades of experience in forging connections between HSR and various transportation options. This study examines international HSR stations and identifies patterns in transit connections associated with stations on the basis of size, population levels, and other characteristics. Additionally, a closer examination is made of the lessons that can be learned from a strategic sample of overseas HSR stations, correlated to similar cities in the planned California system. Generally, the findings from the comparison suggest that California cities must make significant strides to approach the level of integration and ease of access to other modes that systems outside the U.S. now enjoy
